But why do we add the chocolate cookies instead of any other?

It's story goes back to a South Dakota State University's dairy plant manager Shirley Seas who back in 1979, invented the combination along with two students. They made the original Oreo Ice Cream. 

One year later the Blue Belle Creameries in Texas copied the recipe and mass produced it.  They changed the name to Cookies and Cream as the name Oreo was copyrighted.  So, since then, cookies and cream have been used as a mixture for vanilla and chocolate cookies in many, different applications. Even in Phenomenal Fudge.

And yes, the name Phenomenal Fudge is copyrighted too!
